Tack the elastic on the very end of the 17" edge.
Turn the pocket right sides out and press the entire pocket 4".
Turn under the remaining 17" raw edge by turning under 1/4" and 1/4" again.
Topstitch the hem into place, stitching from end to end of the 17" edge.
